Week 7 Step 5 Carol Taylor Fairfield ISD


Week 7 Step 5 (I apologize that this doesn't copy correctly from my Word document)

1.       Classify technology goals in a proper domain (technology, management, funding).
2.       Identify the major steps required to accomplish technological goals.
3.       Develop assessment instruments to test the objectives for the technology plan. Describe the desired instrument/s under each objective.

  “The National Education Technology Plan, Transforming American Education: Learning Powered by Technology, calls for applying the advanced technologies used in our daily personal and professional lives to our entire education system to improve student learning, accelerate and scale up the adoption of effective practices, and use data and information for continuous improvement” (TEA, 2006).

TECHNOLOGY:
Goal 1:  Train teachers in emerging 21st century technology to enhance curriculum and increase educator preparation and development to enable them to integrate successful technology applications.

 TF-II Planning and Designing Learning Environments and Experiences
Educational technology facilitators plan, design, and model effective learning environments and multiple experiences supported by technology. Educational technology facilitators:  
            A. Design developmentally appropriate learning opportunities that apply technology-         enhanced instructional strategies to support the diverse needs of learners” (ISTE, 2011).

The best way to prepare teachers for connected teaching is to have them experience it. All
institutions involved in preparing educators should provide technology-supported learning experiences that promote and enable the use of technology to improve learning, assessment, and instructional practices (TEA, 2006).
 
TEA RECOMMENDATION: 3.3 Use technology to provide all learners with online access to effective teaching and better learning opportunities and options in places where they are not otherwise available and in blended (online and offline) learning environments (TEA, 2010)

            Objective 1.1 Provide adequate technology training for teachers to implement in daily instruction of curriculum
            Evidence: A professional incentive will be available for teachers to receive one comp day for attending after school technology.  Teachers must sign in and attend three 2 hour sessions.
            Cost:  6 hour comp day/12 hours for trainer
             Main Step:
             Teachers complete STAR survey to access the needs of the campuses
             Provide training in technology applications for teachers to integrate technology:  i.e. Google              Docs, SmartBoard Training
            Subordinate Skills: Basic computer skills, Knowledge of grade level TEKS
            Measurable Assessment:  Teachers will attend 6 hours of technology training per semester and   provide weekly lesson plans to the administrator documenting the integrated technology used


            Objective 1.2 Train teachers to use communication and teamwork tools
            Evidence:    Provide training in Edmodo, Microsoft OneNote, and Blogs
            Cost:  6 hours professional development for trainer
Main Steps:
 Offer training sessions for each of the following Edmodo, Microsoft OneNote, and Blogs at two different times.
Offer assistance to teachers to instruct students to use Edmodo and Blogs
            Subordinate Skill:  Basic computer skills
Measurable Assessment:  Teachers will create a lesson plan integrating Edmodo or a Blog to suit their student’s grade level and share one file between colleagues using Microsoft OneNote

            Objective 1.2  Provide teachers training in digital and graphic applications.
            Evidence:  Teachers will in implement multimedia such as United Streaming, Educational          YouTube and other graphics into their daily lessons and employ this training into student activities.
            Cost:  None – Volunteer Trainer for 30 minutes of after school training
            Main Steps: 
Provide training for teachers in digital streaming and graphics
Provide training for teachers in copyright laws
            Subordinate Skills:  Basic computer skills including how to create a hyperlink
Measurable Assessment:  Teachers will create one lesson a week integrating the use of digital or graphic applications and document in weekly lesson plan

            Objective 1.3  Provide online technology training.
            Evidence:  Infosource Learning and Region 12
            Cost:  Membership Fees
            Main Steps:  Communicate with teachers about online training dates
            Subordinate Skills:  Basic computer skills, Basic skills to navigate online programs
            Measurable Assessment:  Teachers will participate in one online training per semester and provide the administrator documentation of completion

FUNDING:

“TF-VII Procedures, Policies, Planning, and Budgeting for Technology Environments
Educational technology facilitators promote the development and implementation of technology infrastructure, procedures, policies, plans, and budgets for PK-12 schools. Educational technology facilitators:
        A. Use the school technology facilities and resources to implement classroom
            Instruction. candidates:
        1. use plans to configure software/computer/technology systems and related peripherals   in laboratory, classroom cluster, and other appropriate instructional arrangements”            (ISTE,2011).

Continuing to provide competitive grants for scaling up innovative and evidence-based
practices through the Department of Education's Investing in Innovation Fund (i3) (TEA,  2006).

Goal 2:  Fairfield ISD will provide sufficient budget to acquire and support all elements of the technology program.
            Objective 2.1:  Hire a district-wide technology facilitator/technician to create and         implement a comprehensive, district staff development plan and assist and train teaches             to integrate technology into the districts.
            Evidence:  Full time instructional technologists to report to Technology Coordinator to     assist in training.
            Cost:  Teacher Salary+
            Main Steps:
            Create job description of technology facilitator
Interview candidates
Hire Candidate
            Subordinate Skills:  Experience in interview process, Knowledge of desired qualities in candidates
            Measurable Assessment:  Contract of a district-wide technology facilitator who will provide documentation of trainings and technology integration district-wide
            
          Objective 2.3:  Create a team of employees to be trained in research and grant writing to seek outside support for technology funding.
            Evidence:  Written Grants
            Cost:  Cost of Training
            Main Steps:
            Administrators meeting regarding committee member qualities
            Research grant writing training
            Selection of committee
            Subordinate Skills:  Basic internet skills, Knowledge of current district funding
Measurable Assessment:  Administrators will select 2 staff members of each campus to provide documentation of grant writing training and will also provide documentation of two meetings per semester

 “E-Rate is the FCC program administered by the Universal Service Administrative Co. that supports schools and libraries with discounts on telecommunications and networking equipment” (E-Rate Applications Surge in 2011," 2011, p. 6). 

            Objective 2.4:  Continue to apply for ERATE
            Evidence:  Discount on technology applications
            Cost: None
            Main Steps:  
            Research district qualifications for ERATE application
            Complete ERATE application
            Submit ERATE application
            Subordinate Skills:  Knowledge of ERATE requirements
            Measurable Assessment:  Documentation of ERATE application, submission, and reply


MANAGEMENT:

“TF-V Productivity and Professional Practice
Educational technology facilitators apply technology to enhance and improve personal productivity and professional practice. Educational technology facilitators:
            A. Use technology resources to engage in ongoing professional development and lifelong learning. Candidates:
            1. identify resources and participate in professional development activities and       professional technology organizations to support ongoing professional growth related to       technology.
            2. disseminate information on district-wide policies for the professional growth      opportunities for staff, faculty, and administrators” (ISTE, 2011).

Goal 3:  Fairfield ISD will expand and improve existing technology hardware and infrastructure.

            Objective 3.1:  Provide opportunities and support for teachers to develop and model    practices using technology
            Evidence:  Professional Development hours traded for comp days
            Cost:  None – Schedule comp days in school year calendar
            Main Steps: 
            Grade level curriculum meetings.
            Research of emerging technologies including Web 2.0 tools
            Training on integrating technology by volunteers, Technology Coordinator and Campus    Technology Facilitator
            Assisting teachers integrating technology in the classroom
            Subordinate Skills:  Basic computer skills, Knowledge to navigate Internet
            Measurable Assessment:  Administration will evaluate teachers demonstrating the use of technology in their classroom and/or at after school professional development training

Objective 3.2:  Technology Coordinator will select a technology representative over each school to promote and schedule technology training at the campus level.
Evidence:  Communication and promotional flyers with teachers regarding technology opportunities
Cost:  Cost of Paper – After school training for professional development hours for teacher
Subordinate Skills:  Basic Computer Skills especially Publisher
Measurable Assessment:  List of Committee Members, Flyers promoting technology training, Calendar of Technology Training Dates/Documentation of Teacher Attendance

 Objective 3.3 Fairfield ISD will improve the ratio of students to computers to 1:1
            Evidence:  Purchase of computers
            Cost:  Cost of computer/laptop
            Main Steps:
            Finance Director and Technology Coordinator create budget for student computers
Technology Coordinator and District Technology Facilitator research the best computer brand for the district’s needs
            Superintendents and Technology Coordinator research funding possibilities
            Grant Writing Committee research and write a grant for funding
            Submission to Superintendent for approval
            Submission to School Board for approval
            Purchase of new computers
            Subordinate Skills: 
            Knowledge of students enrolled
            Computer knowledge
            Measurable Assessment:  Purchase at least one classroom set of computers per campus each new school year until the ratio is 1:1

Objective 3.4 Rotation of student and teacher computers every three years in alternating          years.
            Evidence:  No computer odder than Win XP
            Cost:   Cost of Computer/Laptop
            Main Steps:
            Create a record of all computers and purchase dates
            Create a record of computers 3 years old in alternating years
            Update records annually
Technology Coordinator and Technology Facilitator research best computer component to meet the needs of teachers and students i.e. PCs or laptops
Finance Director and Technology Coordinator budget funding for computers
            Purchase new computers
            Subordinate Skills:  Knowledge of computer systems
            Measurable Assessment:  Purchase and replacement of computers every 3 years in alternating years
           
Object 3.5 Purchase of other hardware as needed
            Evidence:  Update computers, printers, and related hardware working 100% efficiency
            Cost: Cost of hardware
            Main Steps: 
            Technology Director records all hardware
            Technology Director records all hardware repairs
            Purchase and replace hardware older than 8 years old  or defective
            Measurable Assessment:  Each school year purchase and replace hardware that is older than 8 years old or is defective

    I see that you are willing to compensate teachers for mere attendence at a workshop. This has been less than effective at our end of the block. I suggest that teachers be required to submit products to a common space (a wiki or a blog) before they are awarded the comp day. Ideally, they could also comment on other teacher's products as we do here and the experience will help some see the power of the many. Your 3 year rotation schedule seems quite ambitious. I have been using the same Mac for 5 years and feel that this unit still has life left. Considering that units sold at surplus auctions generate little or no funds, I feel it is better to keep the unit in the field until it is absolutely obsolete. Less and less memory is required as more moves out to the cloud. Waiting may prove the least expensive course.

  2. Carol,

    I noticed that you mentioned you want to improve the students to computer ration 1:1. Is your district planning on providing a computer to every student? I am wondering how that would work. Would the students be able to take the computers home? What would happen if a computer got stolen, lost, or broke? Currently my district provides every fifth grade with a smart phone to access homework, quizzes, and lessons. They have to sign a contract at the beginning of the year. If they fail to follow the contract their phone would be taken away.

    Thank you for your input. My plans were actually based upon the recommendations of my Technology Coordinator as this is a goal she would like to see our district achieve.I've been communicating with her a lot on the real needs of our district.

    Teacher computers are rotated and become student computers and used in computer labs and then used as supplements for parts.

    The teacher comp day are earned during the summer for attendance to professional development days. This year, however, this goal is actually being implemented as teachers are given the opportunity to earn one day before the summer workshops even begin so they will have a head start. Summer time is usually busy for everyone. ~ Carol

    The original technology plan for the Intermediate campus was to provide students with a laptop computer. Yes, they would be able to take these home. A nearby district is already implementing this plan and it is very successful. FISD, unfortunately, was unable to achieve this goal because of overspending in other areas. However, this goal is still one that the Technology Coordinator would like to see happen. As I mentioned to Allison, I am communicating with her so the technology needs represented in my report are real. Thank you for your input. ~Carol

  5. Carol,

    I also have a goal to reward teachers for utilizing workshops and implementing new technology in their classroom. I think that some sort of motivation is a great way to get teachers to attend new trainings, since it takes time outside of the workday to do. My district used to pay for attending professional development, and they quit that practice. I know many of the teachers who have been with the district for a long time are upset about this change, and no longer attend the professional development opportunities that they used to. Bravo on that idea to find motivation for teachers!
