2.  Identify the major steps required to accomplish technological goals.
Goal 1: Incorporate technology as an integral part of education.
  1. Hire appropriately certified personnel to teach within the computer science department (at least one campus has a business certified teacher teaching the computer science class and the interest and number of students enrolled has steadily declined).
  2. Have lead teachers within each department, develop and model lessons involving technology and higher order thinking skills for other teachers within the department.  
  3. Have lead teachers assist teachers to create lessons of their own.
  4. Set a minimum required number of technology lessons per six weeks.  These should be documented within lesson plans and observed by either lead teachers or administrators.
  5. Require teachers to attend technology training more than one day out of the school year.  Support teachers by funding expenses if training is out of town.
Goal 2: Provide staff development for all in the use of appropriate emerging technologies and their integration as a natural part of education.
  1. Use data collected for e-rate survey (Star survey) to select appropriate staff development topics based on educators needs.  
  2. Provide alternate methods of technology training for personnel (such as online material).
  3. Provide technology training each six weeks (currently only offered once each school year).
  4. Hire an instructional technologist on each campus to assist teachers with creating and carrying out lessons utilizing technology.
Goal 4: The district will establish the human and technical infrastructure to encourage communication and to improve access to data and educational resources.
  1. Adequately budget for the funding of technology training for all personnel.
  2. Create a grant-writing committee to research and write grants for even more funding options to purchase and maintain technology.
  3. Establish a partnership with Lamar University that will allow sharing of technology, curriculum, and other resources.
  4. Have in-house training with teachers who attend professional development opportunities outside the district, so they can pass on their newly acquired knowledge and skills to co-workers.

Other evidence or assessment could include: lesson plans including technology lessons, minutes from departmental or content area meetings in which lead teachers would model technology lessons, and professional development certificates (could require so many each semester, etc).

Technology


Target Population: Hearne ISD (PreK-12)-Hearne Elementary, Hearne Jr. High, Hearne High School


GOAL 1:  Hire and maintain a highly qualified Instructional Technologist


Instructional Technologist  will assist teachers with developing and the implementation of  lessons with more technology in their instructions and usage of new and old technology equipment in the classroom
Instructional Technologist will work with the Technology specialist to collaborative implementing and maintaining new and updated software and or hardware for teacher and student needs
Instructional Technologist will conduct mini-teaches to demonstrate how to effectively implement technology into instruction

Management
Target Population: Hearne ISD students (K-12) and professional staff on all campuses 


Goal 2: Develop a Technology Plan/Technology Professional Development Plan 


Create a technology plan committee which will include professional staff from each campus,  curriculum director, technology specialist, principals, and business office personal
The committee will assess the technology needs of the district to create goals and objectives to meet the needs of all students
The committee will develop a Technology Plan/Technology Professional Development Plan that will enhance learning through the technology applications curriculum based on the NETS S. and ISTE performance indicators


The technology applications curriculum has six strands based on the National Educational Technology Standards for Students (NETS•S) and performance indicators developed by the International Society for Technology in Education (ISTE): creativity and innovation; communication and collaboration; research and information fluency; critical thinking, problem solving, and decision making; digital citizenship; and technology operations and concepts. (Texas Education Agency, 2011)


Funding


Goal 3: Staff computer lab with highly qualified teacher(s) on the elementary campus to teach TEKS objectives (k-6) for Technology. 


Determine a need for  a computer lab teacher
Analyze the current budget to determine if funds are available to hire a new teacher for the 2012-2013 school year

Goal 4: Provide adequate technology professional development for all staff


Develop basic step by step tutorials for commonly used software and or devices
Create a technology communication system for Q&A for teachers to use daily for immediate responses for assistance with minor problems from other staff members and technical support
Develop and plan more advanced trainings for new and old technology devices
Provide activities with strategies during technology staff development to ensure new teachers are able to meet the standards for the STaR Chart.

2. Identify the major steps required to accomplish technological goals.

GOAL 1:  Hire and maintain a highly qualified Instructional Technologist


  Objective 1.1
o Instructional Technologist will assist teachers with developing and the implementation of  lessons with more technology in their instructions and usage of new and old technology equipment in the classroom
The district will search and hire  a highly qualified instructional Technologist according to the guidelines mandated by the state of Texas
Instructional technologist will perform duties to assist all professional staff with instructional planning to implement more technology through instruction and software or hardware usage
The district will provide staff liaisons on each campus to assist the instructional technologist

o    Instructional Technologist will work with the Technology specialist to collaborative implementing and maintaining new and updated software and or hardware for teacher and student needs

After the development of a Technology Plan Hearne ISD will assess the objectives by using the following assessment instruments:


GOAL 1:  Hire and maintain a highly qualified Instructional Technologist

·         Evaluate job performance by formal evaluations, walk through 
·         Survey teachers to determine in the instructional technologist is knowledgeable and helpful on each campus
·         Review documentation of continued education credits earned on a yearly basis
·         Verify requirements for hire (education, certifications, experience etc.)
·         Review documentation (list) of current and new software to determine changes and or improvements

Goal 2: Develop a Technology Plan/Technology Professional Development Plan
·         Review technology plan meeting minutes to determine if adequate and obtainable  goals are being created
·         Evaluate drafts of the plan to determine if goals are measurable

Goal 3: Staff computer lab with highly qualified teacher(s) on the elementary campus to teach TEKS objectives (k-6) for Technology.

·         Evaluate yearly rehire information from campus principal

3. Develop assessment instruments to test the objectives for the technology plan. Describe the desired instrument/s under each objective.

Goal 1: Professional Development:  Raise the standards for expectancy in implementing technology into all areas of teaching.

Objective: Provide all of the following:

·         Technology support

·         Support for participation

·         Administrative support

·         Community support

·         External support

Evidence: Provide teachers/leaders with the motivation, incentives and the purpose for these classes that will need to be taken to accomplish this goal.  There will also be the ability to add CPE Hours.

Provide a blogger or some type of collaboration tool for the teachers to collaborate about their new learning’s.  As there is a new conference or workshop, then a new blogger will be started.  These will be opened to all staff of the school.

Assessment:

Star Survey completed by the teachers

                        Analyze the collaboration between the teachers

Analyze lesson plans that are being created – should see an improvement in implementing technology in the classroom over time.







Data to Collect from teachers every 9 weeks

Goal 2: Leadership: School leaders must play multiple roles in the change process, including role model, leader, motivator, resource provider, and facilitator.  Provide a budget in the technology plan and monitor the use of this budget.

Objective: Have leadership be the role model, leader, motivator, resource provider and facilitator for the teachers.  If the teachers see that the leaders are making these changes then they will have to make these changes. 

Leaders work with the teachers and go over the technology plan and budget for their particular school.  This will give the teachers the feel that their school is being changed towards a better teaching environment and they are involved in the change.

Evidence:  Teachers being motivated by having the leaders work a long side of them learning the new ways of teaching in the 21st Century.  They will attend workshops, conferences, seeing leaders use new technology, and reading provided new research given by the leaders.

The teachers will have the tools provided by the budget and attend the learning workshops or conference provided.

Assessment:

At the end of each year, the technology coordinator turns in an                                                                                           inventory of all the technology equipment and peripheral items located in the school.

Data to collect for inventory

1. Types of hardware on hand: computers, handheld devices, cameras, Internet service, telecom connections, one-way and two-way interactive video

2. Numbers of each type available

3. Locations of the various technologies

4. Software list, number of copies, locations

5. Types of and access to technical support

All five of these standards for administrators are covered in goal 1.  The administrator needs to be the visionary in implementing technology into the teaching in each classroom.  The best way to get the teachers onboard with learning the 21st Century’s way of teaching is for the administration to bring forth these five standards.



Nets for Teachers:



5. Engage in Professional Growth and Leadership



Teachers continuously improve their professional practice, model lifelong learning, and exhibit leadership in their school and professional community by promoting and demonstrating the effective use of digital tools and resources.



Technology: 

One of the first steps that need to take place is completing the Star Survey to assess the needs of the leadership, teachers and students of Moorhead JH.

Provide the teachers with the technology plan for the school. 

Have them (administrators and teachers) write down their goals they want to accomplish for the school year in implementing technology in their teaching.

During teacher in-service and conference period once a week, teach the teachers the 4 steps: 

1.     It isn't really about the tool it is about how you use it

2.     Differentiate

3.     Don't be the only teacher

4.     Observe your colleagues

5.     Nets for teachers and students

This will be teachings that will be the start of technology learning.  This will cover the teachers that are new at learning about technology.  There will be an assessment of the Star Survey and go from there on what the teachings will be during the conference hour for the remaining of the year.

Demonstrate to the teachers how to use the technology they are being taught.  Have them practice what they have been taught.

Management: 

Administration/leaders/technology coordinators meet on the 2012/2013 year’s technology plan.  There will be an agreement on the changes that would need to take place. 

Administration along with technology coordinator monitor lesson plans to insure technology is being implemented into the teachings.  The teachers will also need to be monitored for if they need extra training, getting overwhelmed of the new process, proper representation of the technology and locate teachers with a better understanding of technology to mentor the ones that do not.

Technology coordinator: Create and foster collaboration for the teachers to learn from each other. 

Funding:

Use the budget given by the district to purchase software, computers, and peripherals for the teachers and student.

Have one fund raiser a year for the school to purchase needed technology items.  Technology Coordinator will get help from the parents and teachers.

Katy ISD-WEEK 7

Classify technology goals in a proper domain (technology, management, funding).

TEA requires disrticts to meet the needs of Texas students and prepare them for success in the 21st
Century. Texas schoold districts  must have time and resources to scuccessfully prepare ongoing
professional development for all teachers (Long-Range Plan for Technology, 2006-2020). Katy ISD's
technology plan is based off this same philosphy. Their goal to provide the right equipment and tools to
prepare teachers to effectivly teachstudents. The following are goals for the district based off their needs:



Technology:

           GOAL 1: Engage students by integrating technology into all aspects of the curriculum and learning  
           environments (classrooms, libraries, homes and communities).

          GOAL 2: Implement a variety of different software and technology tools such as: audio software, video
          software, graphic software, and web design.

Management:

           GOAL 3: Provide educators with the knowledge, skills, and classroom strategies to integrate and
           emerge technology into teaching.

          GOAL 4: Provide a technology specialist on every campus to help teachers and students with  
          different technology needs.
Funding:

           GOAL 5: Provide funding for a high-performance infrastructure.
    
           GOAL 6: Utilize grant writing teams at the district level to secure additional funding to implement and
           maintain technology.

Identify the major steps required to accomplish technological goals.
        
Microsoft (2012) understands that every district has special requirements but there are common
steps to access a technology plan. It is important to think through the strategies
and requirements before implementing a plan. There are five steps to consider are:1. Define the accessible
technology strategy, 2. Identify requirements, 3. Design, develop, and purchase technology, 4. Implement
and train, and 5. Maintain technology and contiune learning.

The major steps to accomplish Goal 1: Engage students by integrating technology into all aspects of the
curriculum and learning environments (classrooms, libraries, homes and communities):
  1. Take an inventory of technology available at each campus, library, student's home, and community.
  2. Assess the needs of teachers and students to see what technology is needed to improve teachingand learning.
  3. Determine if the current technology available can address those needs and see if the funding is available to purchase the technology.
  4. Provide teachers with the tools and skills to successfully integrate technology into everyday teaching.
  5. Provide students with different opportunities and resources to utilize in order to access technology if it is not available at home.
The major steps to accomplish Goal 2: Implement a variety of different software and technology tools into
teaching such as: audio software, video software, graphic software, and web design.
  1. To take an inventory of different software available through KATY ISD.
  2. Asses the needs of the teachers, students, and curriculum to determine if additional software is necessary and determine if there is funding to purchase the new software.
  3. Provide teachers with the tools and skills to successfully implement the software effectively and efficiently into everyday teaching (ISTE, 2011).
The major steps to accomplish Goal 3: Provide educators with the knowledge, skills, and classroom
strategies to integrate and emerge technology into teaching:
  1. Administer STaR Chart and have teachers complete a competency survey on technology.
  2. Have teachers and administrators recommend different types of technology training they feel that they need and like to participate in.
  3. Evaluate the results from the competency survey and teachers suggestions to determine the needs of the faculty and base it off of grade levels and subjects.
  4. Implement the appropriate staff development classes. 
The major steps to accomplish Goal 4: Provide a technology specialist on every campus to help teachers
and students with different technology needs:
  1. Every campus is to hire a technology specialist who knows the best techniques and methods to integrate technology into the classroom.
  2. Provide the necessary funding to hire a technology specialist for each campus.
  3. The technology specialist will provide different professional development for teachers each month and to help individual teachers when needed.
  4. To work with students each week in the computer lab to build essential skills to succeed in the real world.
The major steps to accomplish Goal 5: Provide funding for a high-performance infrastructures:
  1. Determine the total allotment given for the Technology Budget.
  2. Determine the Budget for purchasing technology and maintaining a high-performance infrastructure.
  3. Determine how to get technology if there is not enough money in the budget.


The major steps to accomplish Goal 6: Utilize grant writing teams at the district level to secure additional

funding to implement and maintain technology:
  1. To assemble an efficient and knowledgeable grant writing team.
  2. Research different grants available for schools and KATY ISD.
  3. Apply for different grants to obtain additional funds to purchase and support technology through the district.

desired instrument/s under each objective.
GOAL 1: Engage students by integrating technology into all aspects of the curriculum and learning  
environments (classrooms, libraries, homes and communities).

  • Objective 1.1: Provide necessary technology for teachers to implement into daily instruction of curriculum.
    • Teachers lesson plans and walk through observations will illustrate 85% of teachers incorporating technology to teach a lesson and assess students performance once a week.
  • Objective 1.2 Schools will provide students with the necessary technology resources to achieve in school.
    • Students can utilize different resources on their school computers provided by Katy ISD. If students do not have access to a computer at home their are different options. At the high school level every library on campus is opened thirty five minutes before and after school. At the junior high and elementary levels students can arrange a time with their teacher to use the computer. There is also a program that works with students at-risk. Students come once a week to work on the computer program iStation. This is measurable by teacher observations and students grades.
GOAL 2: Implement a variety of different software and technology tools such as: audio software, video
software, graphic software, and web design.
  • Objective 2.1: Implement technology tools (audio software, video software, graphic software, and web design) into lessons and student projects.
    • 85% of teachers will incorporate one technology tool (audio software, video software, graphic software, and web design) it integrate into the classroom for a lesson or project once every six weeks. This can be assessed by looking at teachers' lesson plans and walk through observations.
  • Objective 2.2: Teachers will receive the skills and knowledge to integrate audio software, video software, graphic software, and web design into the classroom.
    • Teachers will attend a professional development class 3 times every school year and utilize online tools provided by KATY ISD. The skills learned will be measured by administering the STaR Chart and having teachers complete a survey on their knowledge learned. This can also be measured by looking at lesson plans and walk through observations.
GOAL 3: Provide educators with the knowledge, skills, and classroom strategies to integrate and
emerge technology into teaching.
  • Objective 3.1: Provide ongoing professional development opportunities and follow-through support for all Katy ISD.
    •  Katy ISD will provide ongoing support to teachers. They will ccontinue academic achievement of digital learners by improving teacher capacity through technology applications-focused workshops led by Instructional Coaches. This is measured by looking at district training and on-campus training opportunities offered by Instructional Coaches, and Eduphoria professional learning records. 
GOAL 4: Provide a technology specialist on every campus to help teachers and students with  
different technology needs.
  • Objective 4.1: Katy ISD will hire or provide more training to instructional coaches to help teachers with technology needs.
    • 100% of all campuses with have at least one personnel who is an expert in integrating technology into the classroom. This can be measured by school records and the person's background information. Documentation of the specialist helping teachers will be recorded in the Eduphoria professional learning records.

GOAL 5: Provide funding for a high-performance infrastructure.
  • Objective 5.1: To utilize budget to provide approiate technology equipment and tools to teachers and students.
    • Katy ISd will look at the budget allowed, research of tools, documentation, lesson plans, and observations.
GOAL 6: Utilize grant writing teams at the district level to secure additional funding to implement and
maintain technology.
  • Objective 6.1: Apply for grants to recieve additional funds to offset the cost of implementing and maintiaing technology.
    • The Grant writing team will be assed by the Grant proposals submitted and number of grants received.
